The history of the Military Emergency Unit (UME) is defined by legislative milestones that have shaped its mission. Created in 2005 by the Council of Ministers, its legal basis is the Organic Law 5/2005, which allows the Armed Forces to intervene in cases of serious risk, disasters, or calamities. Royal Decree 416/2006 organized its deployment and role as a first-response unit, with later modifications leading to Royal Decree 521/2020. In 2011, Royal Decree 1097 approved its Intervention Protocol, outlining its activation for natural disasters, wildfires, technological emergencies, and terrorist attacks. It can also operate internationally under the EU Civil Protection Mechanism and the UN INSARAG. Its work is based on inter-institutional cooperation and strategic planning to respond effectively to national and international emergencies.
